GetOrders / CompleteSale - two tracking numbers returned for one order

When attaching a shipping tracking number to an item with the CompleteSale api call, two tracking numbers are allowed against one transaction. Calling GetOrders on that item returns the Shipment Details with two tracking number. Now on the website, viewing the order details it shows "Package 1 of 2" and "Package 2 of 2". If we enter a third tracking number using CompleteSale, the second tracking number gets over-ridden. Why does it allow two tracking numbers to be posted to one item? Is this a bug, or is the API designed to allow two tracking numbers to be attached to one order? Thanks

Because some orders might need to get shipped in separate boxes for example, we do allow multiple tracking numbers. In order to ensure you don't overwrite previous tracking numbers, you need to send all tracking numbers you want attached to an order each time you make the CompleteSale request. https://ebaydts.com/eBayKBDetails?KBid=1557
