Sandbox - Not able to get items from buyer account even after successful published offer.

I have created items and published them using published offer from seller user sandbox account. But when I want to buy those items using buyer user sandbox account, it is not visible. Even the same published items are not visible using getInventoryItems() call on seller user sandbox account.

Also the ebay sandbox store is not working and I am not able to place an order from buyer user account because it stucks at the payment page https://www.sandbox.ebay.com/itm/110546444270

Can anyone help in this?
