How do I enable Discount Pricing on our eBay Account

Hello, I'm hoping someone can help. We use the SOAP/XML API to list our products using c# .NET however when we try to use the DiscountPriceInfo tag it tells us 'Seller is not eligible to list a discounted item.' According to the documentation, if we are interested the Discount Pricing Program to contact Customer Services. I have spoken to eBay UK Customer Services and they know nothing about it. How do I get it added to our eBay Account? Thanks in advance, Daniel.
