Cannot set sandbox account type to Business - Link URL not resolving

Hi,

I need to set my sandbox account testuser_bgibbard to business so that I can test creating items via the API on the sandbox.

Currently I get "You are unable to list items, because you have not confirmed whether your account is for personal or business use"

The suggested link to fix this doesn't work

This site can’t be reached Check if there is a typo in scgi.sandbox.ebay.com.
If spelling is correct, try running windows network Diagnostics.

Is is possible you can update my test account to business for me please?

1. Go to the "Help with the eBay Sandbox" section.
2. Open the "I need to link my eBay and PayPal Sandbox accounts"
3. Fill the mentioned information and Submit a request.
