Create business policy in sandbox

I want activate the business policy in sandbox, But It not possible.

The link https://scgi.sandbox.ebay.com/ws/eBayISAPI.dll?ChangeRegistrationAccountType&guest=1 is not work.

Can you help me?

Please navigate to URL: https://developer.ebay.com/contact-us and follow the steps given below:
1. Go to the "Help with the eBay Sandbox" section.
2. Open the "I need to reset my Sandbox user password."
3. Fill the mentioned information and Submit a request.

I asked you to activate this account as a business in order to use the sales rules. I have not received the notification email for submitting the form and I am no longer able to log in.

The account is "testuser_maccomshop"
