errorId 25002 - You have not specified in my eBay whether you are a private or business seller

When I try to publish an offer on the Sandbox the following response returned:

The provided Link from the FAQ is not working : https://scgi.sandbox.ebay.com/ws/eBayISAPI.dll?ChangeRegistrationAccountType&guest=1 i've checked with various "isitdown" kind of sites and all reported that the link is down - how can I change the account type for the TESTUSER_KLTESTDE?


I also tried creating a new TESTUSER_ but there's no option to specify the account type.

1. Go to the "Help with the eBay Sandbox" section.
2. Open the "I need to link my eBay and PayPal Sandbox accounts"
3. Fill the mentioned information and Submit a request.
