Offer API: can "getItem" by ID, but cannot "placeProxyBid", as Item was not found

I created a fixed-price items, and want to create an Offer (Place a bid) on them.
Using Item ID a can find it

https://api.sandbox.ebay.com/buy/browse/v1/item/v1%7C110534866457%7C0

But when I try to place a bid, it says "The item ID v1|110534866457|0 was not found. Check that this is an active auction item ID."

What am I doing wrong? How to make an offer as a buyer?
