How to create an ebay store?

I want to create an eBay store similar to this: https://www.ebay.com/itm/Nevica-Ski-Helmet-Mens-Gents/373336238350?hash=item56ec92e90e:g:Gh4AAOSwzHxfrlIj

Can you please explain to me how to do this? Of course, I have HTML/CSS/JS knowledge, and I know how to do this on that side, I just need to know how to do it on the eBay side?

How to get API to work with it?

How to create a sandbox user (I tried to do this and to create a sandbox user and make the sandbox store, but the link to create a new store just not working...

I read that store must be compliant with eBay content policy, how to do that?

Is there any article that explains the whole process?
