Unable to create return policy in my sandbox account

Hello eBay,

I am unable to create return policy in my sandbox store, I have escalated this issue earlier but it is not solved yet. My sandbox account username is testuser_pimworks. While creating the return policy I am getting this error, below is the screenshot

This same error I am getting from months, I tried to create it via API, but the result is the same. Please provide some solution for it. {testuser_pimworks}

Hello eBay

I am not able to link sandbox seller account with my PayPal account .

Seller account is - TESTUSER_PresteleSeller

Paypal email id is - suse542003@gmail.com
