Transaction.Taxes container is empty for GetSellerTransactions or GetOrders

I'm calling GetSellerTransactions and GetOrders using the ebay SOAP API with version 1129. According to the API documentation for GetSellerTransactions there is a container "TransactionArray.Transaction.Taxes": > A container consisting of detailed tax information (sales tax, Goods and Services tax, or VAT) for a sales transaction. The Taxes container is always returned, even if the sales transaction is not subject to any taxes on the buyer's purchase. The information in this container supercedes/overrides any sales tax information in the ShippingDetails.SalesTax container. However, in the resulting SOAP return this "Taxes" container, but it is always empty. Here is a sample: <Taxes/> <eBayCollectAndRemitTaxes> <TotalTaxAmount currencyID="USD">13.12</TotalTaxAmount> .... The GetOrders API documentation shows the container as "OrderArray.Order.TransactionArray.Transaction.Taxes" which says the same thing about it being always returned. However, for the GetOrders call this container is never returned. Both GetSellerTransactions and GetOrders are being called with a detail level of ReturnAll, so they should be given.
