According to http://answercenter.ebay.com/tip/Photos-Html/Sending-Pictures-Ebay/1000297912, you are now able to attach pictures in a response to the "Ask Seller Question" messages as of September 2012. However, there does not appear to be a way in the API to complete this same process that way. Is there something that I'm overlooking, or has that feature not yet been added to the API?
