How Can a item be $13.95 and be Charged $199.00 !

There something wrong here and eBay is not helping me on the $199.00 I was charged...Ebay is Expecting me to fill out a FBI form (IC3) statement to get may money back. But I cant get the sellers Name, address no less phone number... so Ebay has left me high and dry. Since Closing date 2/26/2018. 2). How can they make that change when you click you want to by it? **Try Clicking Buy on Item 122749801170** 3). Is Ebay working on how this person can change Ebay's script?
