Publishing offers always fail when they are withdrawn and deleted then re-created

I withdraw and delete the offers that have zero quantity. When I have stock filled I create the offers again and publish them but got error: **25002: A user error has occurred. Internal error to the application.** . I found these re-created offers all have a "listing" field that contains: { "listingId": "110230416487", "listingStatus": "ENDED", "soldQuantity": 0 } I was wondering why newly created offers could have **ENDED** as "listingStatus".
