Using PictureURLs with AddFixedPriceItem call doesn't work with eBay web UI

This is in a production environment. When the AddFixedPriceItem call is made it includes a StringCollection of picture URL's code is below: StringCollection pictureCollection = new StringCollection(); pictureCollection.AddRange(urls.ToArray()); PictureDetailsType picDetails = new PictureDetailsType(); picDetails.PictureURL = pictureCollection; item.PictureDetails = picDetails; When the call is made the item is set to scheduled, then later when someone goes through our scheduled listings using the standard website and changes it from scheduled to live they get one of two errors. The first is when the item has a product catalog listing through the MPN, it says that the listing can't be updated because there's only the stock photo and the item is not new. This is false, there is no stock photo, and you can see my photos in the gallery as the should appear. It also says "Internal Error To the Application" in red text near the top.

Update: I changed the picDetails.PictureURL to picDetails.ExternalPictureURL as the pictures are self-hosted and it helped, and I am able to update the listing as intended, however when any changes are made to the pictures such as deleting one (which we do for every item) it doesn't recognize any of the pictures anymore. Any ideas?
