Can not publish offer on production server: "A user error has occurred. Internal error to the application."

Hello. I already created valid Inventory item and offer (I can see it using API methods). I tried few times and below are exact steps I done. What seems to be important, my monthly selling limit is $500. - Offer price was set to $200. When I tried to publish it, I got error: *"A user error has occurred. Internal error to the application."*. I done it twice. - I tried to publish offer third time. This time I got different error. Unfortunately didn't save exact message, but it was something about exceeding my monthly limit. - I changed offer price to $100 and tried to publish it again. I got *"A user error has occurred. Internal error to the application."* - Now, when I'm trying to publish this offer, I'm getting this error: "*A user error has occurred. It looks like you've reached the amount you can list. You can list up to $500.00 in total sales this month. Request to list more:* https://scgi.ebay.com/ws/eBayISAPI.dll?UpgradeLimits≈pId=0&refId=19";. RlogId: **t6pitnmsgwj70%3D9un%7Fpitnmsgwj70*2732646-15f080228c9-0x7db1** Unfortunately I don't have RlogIds for requests with "*A user error has occurred. Internal error to the application.*" error. If there will be need, I will provide them once I update my monthly limits. My offer still have status "UNPUBLISHED". Also I can't see it anywhere on ebay panel. And looks every time I'm trying to publish it, I'm using my selling limits. Moreover, on single page I'm getting 2 different informations - on "*Monthly selling limits*" tab, I can see info that I have 3 active listings.
