Does FeeSettlementReport usage cost $75?

When I try to request a FeeSettlementReport through eBay Large Merchant Services startDownloadJob, I get the error "Fee Settlement Report is not available yet". How can I enable this call without being charged $75 for an hour of support? Details: To download a fee settlement report ( FeeSettlementReport) through Large Merchant Services, an application must first [request it]( http://developer.ebay.com/DevZone/bulk-data-exchange/CallRef/startDownloadJob.html), and the resulting file will look as described in [the report's documentation]( http://developer.ebay.com/DevZone/merchant-data/CallRef/FeeSettlementReport.html). But there's a notice at the top of this page: > To use this report, you must perform the one-time steps described in [Support Knowledge Base Article - LMS: FeeSettlementReport one time set-up process]( http://ebay.custhelp.com/cgi-bin/ebay.cfg/php/enduser/std_adp.php?p_faqid=1394). Following this link produces a "Server not found" error message. The server hosting this article appears to be [down for other users as well]( http://downforeveryoneorjustme.com/ebay.custhelp.com): > "It's not just you! ebay.custhelp.com looks down from here." Our team first guessed that the notice was out of date, that "the one-time steps" were no longer necessary. So I tried making the call without "perform[ing] the one-time steps". It gave error #46: "Fee Settlement Report is not available yet". The exact response was as follows: Failure 46 Marketplace Error Application Fee Settlement Report is not available yet BulkDataExchange 1.5.0 2017-09-15T16:44:18.432Z The only result from a Google search for "Fee Settlement Report is not available yet" was a [list of error codes and messages]( https://developer.ebay.com/DevZone/bulk-data-exchange/CallRef/Errors/ErrorMessages.html) without any detailed explanation. Searching for FeeSettlementReport on eBay Developer Forums produced an [old (June 4, 2014) reply]( https://forums.developer.ebay.com/questions/6500/feesettlementreport.html): > In order to active this feature you need to create a ticket, but FYI it won't get charged. But when I attempted to [create a ticket]( https://developer.ebay.com/support/developersupport/default.aspx), I got another error message: >- You have 0 support hours. Please go to the Purchase Hours tab to purchase hours How do I activate my account for FeeSettlementReport activation requests and other tickets that "won't get charged"? Or is FeeSettlementReport considered a premium selling feature?

Hi @philshobbyshop, Thanks for your post. Can you please let us the following : 1) AppID? 2) developer.ebay.com userID for which you want FeeSettlement Report.? I will add hours to your account as a one time thing and will enable feesettlement report. Best Regards, eBay Developer Support

I checked again today (August 10, 2018), and I still see "Fee Settlement Report is not available yet" and "You have 0 support hours." on my account. Will I have to purchase hours? And if so, will they be refunded if they are used solely for the purpose of enabling Fee Settlement Report?
