Business Policies- Updated with Errors in Sandbox

Revising a business policy on the Sandbox seems to result in an error message with the associated item moved to a copy policy. It is difficult to understand the exact cause of this, since the error report states "Sorry, we can't retrieve your activity log details at this time. Please try again later" Last activity to cause error on the policy was to add Exclude locations: but think it will happen no matter what change I make. Any clues why this is happening please?
