Shipping File Upload suddenly stopped working

We have a process that creates a shipping file and then uploads it via a POST to the file exchange service - it suddenly has stopped working despite nothing changing with a message of : The message received was unexpected or badly formatted I was wondering though if it's Token related? Do they still only last a year - I cannot for the life of me find the option to request another one to see if that is the case? Where on earth do I go now to get a token for File Exchange to see if it is that? If not any other ideas because until a few days ago this was working for years!

OK I think it's to do with TLS so I am now running it on a Win 10 PC and getting a little further - it's not token related as the same token works for API and the order download is working with that - the response I get now is : An unknown problem interrupted the file transfer. Please try again This process hadn't changed for about 2 years so what is suddenly wrong with it?!

Edit to add that the file itself can be uploaded successfully through the File Exchange interface. Everything seemed to break on the 15th I guess because of TLS? I fixed the order import running it on Win 10 machine, but this I cannot fix - as I say running it on Win 10 gets a Status 200, but also the error : An unknown problem interrupted the file transfer. Please try again I am using VBA to upload via WinHttpRequest - I have tried telling it to use TLS1.2 for the connection also.
