VerifyAddItem giving different result between sandbox and production

I'm getting different results using VerifyAddItem between Sandbox and Production. Using the same shared code between Sandbox and Production gives back different results for VerifyAddItem. When posting a product to the sandbox, I get back the FeeTypeCollection properly however when posting the exact same thing to production, I get the following errors: "To list in this category, the required minimum number of photos: 1" "This listing should contain product details from the eBay catalog. Add product details to this listing." The issue is that this product actually has 4 photos. When calling AddItem, these errors do not get returned. These messages ONLY show when posting to production ebay site. The biggest problem this is causing is that when posting to production, the VerifyAddItem api call throws these errors and doesn't return the FeeTypeCollection, however the AddItem call allows the listing to post just fine.
